Why are Medicare Advantage insurer margins higher than traditional Medicare costs?

KFF said Medicare Advantage retains about 10 cents of every premium dollar for overhead and profit, while less than 2 cents of every traditional Medicare dollar goes to administration and none to profit. Its per-enrollee figures also put Medicare Advantage highest among private coverage segments at $1,655 annually.
